Well… while it is true that the inventors tried to figure out what the most used letters were… it was to prevent a mechanical problem. The first typewriter was alphabetical but jammed due to the placement of certain letters. They then decided to figure out what the most common letters were (in their mind) and put them as far away from each other as possible… so, if your question was prompted by just how nonsensical the placement of the letters is… you’re right. They made it complicated on purpose.
